Sir:-
I am directed by the Marquess of Lansdowne to
state to you, for the information of Mr. Secretary
Lyttelton, that Mr. T. F. Carlisle has been appoint-
ed His Majesty's Consul for French Indo-China, to re-
side at Hanoi, and has been instructed to forward to
the Governor of Hongkong copies of his despatches on
political and commercial matters.
